I have the honour to acknowledge the receipt

of your letter No. 330 of the 18th. ultimo, dealing with the question of improvements to Hongkong Harbour.

If, as Your 3xcellency says, a rusurvey of the Harbour is merely a condition precedent to its deepening then I fear it will be impossible for this Colony to undertake at present and unassisted the deepening of the Harbour.

I would however like to point out to Your Excellency that the Harbour at its present depth is quite suit- able for vessels of the meantile marine and, ia asmuch as vessels of this class are unlikely to increase in draught in the future, any further deepening of the Harbour will result mainly to the advantage of His Majesty's Navy.

I consider therefore that the cost of this

which in reality amounts to a revision

should, not unreasonably, be borne out

of the Admiralty chart of Imperial Funds.
